Artificial Intelligence Assistants Deliver ‘Misleading and Partial’ Voting Advice, Claims Netherlands Regulator
AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a potential threat to democratic processes just over a week before the country’s general election.
Study Shows Consistent Bias in Chatbot Recommendations
The four chatbots evaluated by the authority “frequently recommend identical two parties”, irrespective of the voter’s inquiry or input, the watchdog noted in a report published ahead of the late October vote.
In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Some parties, such as the centre-right CDA, “are rarely ever cited”, even when the voter’s query precisely aligns with the positions of these parties, the report pointed out.
Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance
The deputy head of the AP, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that might not correspond to their political views, she emphasized.
“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against using AI chatbots for voting advice, as their functioning is opaque and hard to confirm.”
Election Context and Party Dynamics
Netherlands citizens vote on 29 October in an election that will be closely watched around Europe for the performance of the PVV.
The far-right party of Wilders is leading the polls but the lead over the left-wing and centre-right parties appears to be narrowing, with numerous electors still undecided.
Every significant political faction have ruled out an alliance with the Freedom party, implying the runner-up party is highly probable to supply the future head of government.
Unintentional Bias Linked to Chatbot Functioning
The AP stressed that the bots were not deliberately biased, and that their “noted flaws” are a result of the manner in which AI assistants function.
